Merchant's office, is unacquainted with official routine, and the registering and keeping of papers. have therefore to recommend to Your Lordship's favourable consideration the suggestion of the Surveyor General,
that a trained clerk should

the great expense of living in this Colony, and having regard to the fret that the
nominee must not under ordinary circumstances look for promotion in the higher branches of the Government
Service.
